Messed up my whole junior year, is there any hope for me?

I'm a 17 year old coming to the end of her junior year. Elementary school was fine until i hit middle school, 7th grade was when it all started. I had failed math and social studies and ended up in summer school for those 2 classes. 8th grade I did well and I believe I was even on honor roll. Surprisingly, freshman year wasn't that bad either, I had A's, B's and some C's and even made honorable mention one marking period. Sophomore year was a little bit challenging, I was failing biology all year but ended up passing with a D, I was doing well in my other classes. But, junior year I've gone right back down to where I was in 7th grade. I've been getting F+'s all year in Algebra2, which sucks because I had good grades in math ever since 8th grade. And, I had a D first marking period in Chemistry, an F+ second marking period and a D on the Chemistry midterm. Both teachers said I can still possibly pass if I pass the finals and hand in my missing work. Is there any hope for me in college? I wanted to go to Rutgers New Brunswick but I don't know if they'll except me. My GPA was 3.75 freshman year and is now a 2.5 weighted GPA= 2.9. I am now considering the air force and doing ROTC because I'm going to really need a scholarship, but I know nothing about it. Please tell me if there's hope for me.
