How hard is it to get into Rutgers University New Brunswick?

Im going to be an out of state applicant. My unweighted GPA is currently 3.52 (im a junior), im haitian american, first generation, a part of business club, drama club, multicultural club, ambassadors club, journalism club, and student council. i've done a combined 75 hours of community service during my high school career. i havent gotten my ACT scores back yet, and i havent yet taken the SAT yet, so i im not sure where i stand with those. Do you think I have a chance? I'm very nervous because I'm from out of state.
